The former director of the Business Department, Pan Rongyao, and the director of the Information Division, Li Ruifen, will retire on January 16, 2025. It is worth noting that the position of the director of the Information Division will be filled by Professor Chen Gong from the Department of Information Management at National Chengchi University. Professor Chen Gong is also the executive director of the Blockchain Innovation Laboratory at National Chengchi University, and the research projects of the laboratory include asset tokenization and digital currency. It is worth looking forward to whether the Central Bank intends to leverage Professor Chen Gong's research expertise to develop related businesses.

According to the announcement, the newly appointed director of the Information Department, Mr. Chen Gong, is 61 years old. He graduated from the Department of Computer Science and Information Engineering at National Taiwan University. He also obtained a master's degree from the Department of Computer Science and Information Engineering at National Taiwan University and a Ph.D. from the Department of Computer Science at Yale University in the United States. He previously served in the Department of Computer Science at National Chengchi University, rising from associate professor to professor, department head, director of the Computer Center, and professor in the Department of Information Management. He is familiar with financial technology (FinTech), blockchain technology and applications, programming languages, and software engineering.

However, the Central Bank of our country is relatively conservative about this. It was not until May that the Governor of the Central Bank, Yang Chin-lung, indicated that there was no expectation of issuing digital new Taiwan dollars. Although his attitude is relatively conservative, he also acknowledges that the Central Bank's experimental plan for digital new Taiwan dollars is underway, which will use tokenization technology to support the tokenization development of various assets.

He mentioned three scenarios for the use of digital New Taiwan Dollars. The first is to use wholesale CBDC as a settlement asset between banks. The second is to use wholesale CBDC for tokenization of securities delivery. The third is special purpose tokens, such as introducing CBDC into government procurement processes and automating the process through smart contracts.
